Dawn Luhning is a lifetime resident of Moose Jaw. She attended the University of Saskatchewan and has a Bachelor of Commerce degree. She owns her own financial services business, DLSolutions, in the City’s downtown core and has been a business owner for over 15 years. She has worked in the financial industry for 30 years.
Dawn started the Moose Jawg Charity Road Race in 2002 and just recently transitioned her role as Race Director to another local business owner. Moose Jawg has given back over $160,000 to the community through the Moose Jaw Health Foundation and Dawn is very proud that this legacy is continuing.
In 2012, Dawn received the Women of Distinction Award for Community Leadership and Enhancement from the Regina YWCA. Her most recent appointments in her role as City Councillor include being a board member on Saskatchewan Urban Municipalities Association (SUMA); Past-Chair, Board of Police Commission, and Vice-Chair for the City’s Investment Committee. Dawn’s career in the financial industry has given her the tools to contribute to the Investment Committee with experience and knowledge about the markets and investing. Dawn is also a board member on Saskatchewan Assessment Management Agency (SAMA) representing urban municipalities over 30000 in population.
She is a proven leader, who reviews all civic issues, completely and thoroughly, and without bias to benefit all taxpayers. A thorough understanding of the issues is critical for unbiased and honest decision making. If re-elected as City Councillor, Dawn will continue to focus on infrastructure, spending and taxes. Safety, communication with residents and improved service on day-to-day issues for residents continues to need improvement and enhancements.
Dawn will affect positive change for Moose Jaw’s citizens and businesses, using a sharp focus on the issues, using honesty, integrity and common sense. Smart spending and improved infrastructure will continue as priorities, and will always be her focus.


Dawn whole-heartedly believes in the role of a City Councillor – Service Above Self. Decisions made have always had the City’s best interest in mind and there is no room for persuasion or bias.

Dawn’s experience on City Council and common sense approach to decisions sets her apart from other candidates. Her respect for the office never waivers and she understands that being elected to represent you, the citizens, is a privilege.
